06 State Sphere: Bureaucracy (1 out of 5)

 The first mark on the left is the symbol of the State Sphere, one of the three existing spheres, which consists of five administrative divisions or departments. The second mark is the mark of the Bureaucracy (a hand that writes).

 The Bureaucracy, like all nineteen existing Subdivisions (relating to the three spheres) has an Internal Board of Directors and an External Board of Directors.

 All Internal Boards of Directors are composed of 4 members elected by all members of the Bureaucracy, excluding managers, although the elected members can be managers: in this Council every year, a member is replaced with a new, elected for another 4 years and he cannot be re-elected. Once the position of Counselor, returns to his pristine work. The Council adds a member of the Judiciary designated by the Board of Directors outside of the Judiciary. Such a member lasts 4 years and cannot be re-elected no more.

 The magistrate placed votes like everyone else and has the power of veto on some predetermined topics provisional by law: the contested issue through the veto will be referred to the Board of Governors in the State Sphere.

 When we speak of Law, we are referring to Parliament, as we will  see.

 The External Board of Directors is composed (like everyone else) by four members, two as above, one appointed by the Board of Directors of the Economic Sphere and one appointed by the External Board of Directors of the Sphere of Donations.

It makes decisions by a majority (three out of four). Essentially provides other reports to the republic organs.

This Board keeps contacts with abroad.  Let us not forget that one of the objectives is to exchange information with other Bureaucratic Divisions in other countries, so as to share experiences.

One of the dreams is that in the future there will be 19 world flags throughout the nineteen subdivisions we’re talking about, worldwide. We should arrive in the future to the unification of the bureaucratic systems. But let us  go step by step.

the evolution of the Bureaucracy. The Internal Board shall  dismiss each year at least 1% of employees.

 At any moment, a control officer may proclaim the State of charge of a Manager, just a number of complaints established by law. The manager in charge is judged by a Joint Committee composed of two judges (however designated by the Economic Sphere) and two executives of the Sphere of Donations (designated by the Sphere of Donations itself).

In all cases of negative judgement the license of bureaucrat and/or senior bureaucrat will be revoked and the person concerned will face new tests. Except for intent or gross negligence, he will live in the meantime with the help of donations, if he has not lost citizenship and if, in its sole discretion, the Sphere of Donations decides to give him some help. Obviously the details cannot be defined in this context.

As with all nineteen subdivisions, employees must have a bureaucratic license qualifying as managers. They must have retained citizenship. To have citizenship you must be in good standing with the military service, which consists in three weeks a year from 25 to 56 years of age, on the Swiss system. Only people with a special certificate (on the specially created Military Service at the Sphere of Donations) may have been exempted for health reasons. The cases  will be very few. For these topics, the Counselors of the Sphere of Donations can be placed in a State of inquiry by the Defence Councils and by any other Council that can have a documented interest.

Bureaucrats executives must have additional control if they do not have the military fitness certified. In addition, all managers, not just those of the Bureaucracy, can access the directive degrees if, and only if, in possession of a two-year internship certificate at designated bodies, as farmers, mechanics and so on. Basically the leader, in addition to military service and mandatory licence Manager, must have done two years of manual labor. Lists of where you need to perform manual labor are prepared by the Council Training Manual, at the Sphere of Donations.

 Salary is commensurate to the work and can then be higher than the Basic Wage that is established y the Sphere of Donations. Obviously this salary may be even lower than the Basic Wage for documented cases. Anyone may report to the Boards the salary of anyone else. People who have legally established frequency of spurious appeals will suffer penalties. The Basic Wage is established from the Sphere of Donations: nobody can review such remuneration. No salary, nor for executives, nor for the President of the Republic, may, under no circumstances, exceed seven times the Basic Wage. All these principles Obviously are not valid only for the Bureaucracy, but throughout the Republic.

 A trans-national region called High-Adriatic was created recently: the region belongs to the Veneto, Friuli-Venezia-Giulia, Carinthia and Styria in Austria and also some of the neighboring areas of Croatia and Slovenia.

This is confirmation that current States were formed with a different policy from these aggregate economic areas. For example, the economy of Northern Italy has no real links with the economy of Southern Italy.

If what counts are the economic interests, the associations will adjust themselves spontaneously and they will change without regrets when  economic interests in turn change. In these processes, the State utility is harmful.
